On January 1, 2024, Pôle Emploi changed its name to France Travail but kept the same objective: to efficiently support job seekers and companies in the recruitment process. Its new name marks this new era focused on full employment.
Objective: A Unemployment Rate of 5%
In the fourth quarter of 2022, the unemployment rate in France reached 7.2%, its lowest rate since the 1980s.
However, in a context of inflation and a tight labor market, the government fears an increase in the coming years.
Indeed, recruitment difficulties are expected for 2023. According to Pôle emploi's 2023 Workforce Needs survey, recruitment prospects are likely to decrease by 0.2% this year. In addition, companies consider that the difficulties are mainly due to an insufficient number of candidates, inadequate profiles for the positions to be filled, and a lack of financial resources.
Despite the three million recruitment projects planned in France, finding a job remains a challenge for many French people. To address this paradox, the government launched France Travail, a system aimed at combating these difficulties and achieving an unemployment rate of 5% by 2027.
A Network of Organizations Serving Full Employment
Over a three-year period, the France Travail project is estimated at over two billion euros to promote the French labor market.
France Emploi is a collective and inclusive action ensured by the State, local authorities, and social partners.
France Travail's mission will be strengthened by two other actors:
- ✅ France Travail jeunes (France Travail for youth)
- ✅ France travail handicap (France Travail for people with disabilities)
Indeed, Pôle emploi is not the only organization undergoing a name change. Local missions are now becoming France Travail jeunes, and CAP becomes France Travail handicap.
Beyond the name changes, the organization between these bodies is changing to better support job seekers and companies with agents who will be trained by France Travail.
🚀 The creation of this one-stop shop promises efficient communication between the IT networks of the organizations while seeking to optimize the professional integration of people who face difficulties in the labor market.
By implementing simplified procedures and strengthening the network of France Travail organizations, the Ministry of Labor hopes to achieve full employment in the coming years.
🚀 France Travail plans new services and targeted training for those furthest from employment to facilitate access to employment and improve recruitment conditions for companies.
For recipients of the Active Solidarity Income (RSA), intensive support pathways will be offered to accelerate the professional reintegration of those furthest from employment. Support activities of fifteen to twenty hours per week will be offered to all concerned.

Temporary work plays a crucial role in achieving full employment in France, with over 790,000 French people holding temporary jobs in March 2023 alone. Its growing popularity is explained by its specific contract, the relatively short duration of assignments, and the bonuses paid at the end of the contract, thus offering great flexibility.
