Circular recruitment: how does it work?

Circular recruitment gives a second chance to candidates who were not selected for a position. When a profile appears relevant to another company, the recruiter may offer to recommend the candidate.
However, this introduction cannot take place without the candidate’s consent. The candidate remains free to pursue the new opportunity or decline it.

What is circular recruitment?

A strong candidate is not always the one who gets the job. A company may have only one vacancy, require a very specific skill or choose someone who is available immediately. This does not mean that the unsuccessful application lacked merit.
This is where circular recruitment comes into play. Instead of ending the relationship, the recruiter can recommend the candidate to another company looking for similar skills.
For example, imagine that a hotel interviews two experienced receptionists for one position. It hires one of them but knows that another hotel is also looking to strengthen its team. The recruiter can ask the second candidate whether they agree to have their CV forwarded.
If the candidate declines, the process stops there. If they agree, the other hotel receives their profile and decides whether or not to contact them. There is no guarantee of an interview or a job offer.

How does it differ from employee referrals and CV databases?

These methods all involve recommending or retaining candidate profiles, but they serve different purposes.
With an employee referral, an employee generally recommends someone from their network to their employer. The candidate has not necessarily taken part in a previous recruitment process.
A CV database contains applications retained by a company. The company can search it when a new position becomes available, provided that it complies with the applicable rules regarding candidate information and data retention.
With circular recruitment, an application moves beyond the company that originally received it and is introduced to another employer. This transfer takes place after an initial interaction and with the candidate’s consent.

What are the benefits of circular recruitment for candidates?

This method creates a new opportunity after a rejection. Candidates may be introduced to a company they did not know or would not otherwise have considered applying to.
The recommendation also provides additional context for their CV. The second recruiter knows that the candidate has already been interviewed and that their profile attracted attention for specific professional reasons.
This does not mean that the candidate must accept the proposed opportunity. The type of contract, salary, working hours, location or responsibilities may not meet their expectations. Candidates remain free to decline the introduction or end the discussions at any stage.

What are the benefits for recruiters?

A company may receive several strong applications despite having only one vacancy. The candidates who are not selected may still meet the needs of other employers, particularly in industries where the same roles are regularly in demand.
The company receiving the recommendation already has some information to help it understand the candidate’s background. It can therefore decide more quickly whether an initial conversation would be worthwhile.
However, this does not mean that the recruitment process has already been completed. The new employer must review the CV, present the position and assess the candidate’s skills, availability and expectations independently.

What are the limitations of this method?

A recommendation remains subjective. The fact that a candidate impressed one recruiter does not mean that they will meet another company’s expectations. Roles with the same job title may involve very different responsibilities and working conditions.
The process also loses its value when no specific vacancy or need has been identified. Forwarding a CV “just in case” simply moves an application elsewhere without creating a genuine opportunity.
The information provided must also be up to date. Since the initial interview, the candidate may have found a job, changed their career plans or become unavailable.
Finally, communication between recruiters should not result in unnecessary comments being shared. A recommendation should focus on verifiable skills and professional information, without including judgements about the candidate’s personality or private life.

How can circular recruitment be implemented?

The starting point should always be a genuine recruitment need. Before speaking to the candidate, the recruiter should confirm that the other company is actively looking for a similar profile.
The recruiter can then present the opportunity, including:
  • the position being considered;
  • the company concerned;
  • the information they would like to share.
The candidate must be able to ask questions before making a decision.
If the candidate agrees, their CV is sent securely to an identified contact. The candidate is informed that the CV has been sent and knows who may contact them.
The receiving company then takes responsibility for the next steps. It provides the candidate with its own response and does not retain their data for longer than necessary. If it wishes to add the profile to a CV database for a future recruitment process, it must inform the candidate separately.

Does circular recruitment guarantee a job?

A recommendation creates an opportunity, but it does not guarantee an interview or an employment contract. After reviewing the CV, the second employer remains free not to pursue the application.
The candidate retains the same freedom. Even after agreeing to share their profile, they can decline the position or withdraw from the process.
Circular recruitment is therefore a candidate-introduction channel. When properly managed, it can create new opportunities for selected candidates without replacing the assessment and selection process conducted by each company.
